Ⅰ. Living Rules

Section 1: General Guidelines

Article 1 (Purpose)

   These rules are established for the purpose of maintaining orderly and safe community living during the residence period in accordance with the Daegu Catholic University dormitory regulations (hereinafter referred to as "the regulations").

Article 2 (Name)
The name of this document is Daegu Catholic University (Dasom Village) ‘Dormitory Regulations.’

Article 3 (Room Assignment)

   ①Rooms are assigned randomly. Once assigned, rooms cannot be arbitrarily changed.

   ②During the semester, the dormitory supervisor may instruct residents to change rooms or dormitory buildings depending on circumstances.

Section 2: Compliance

Article 4 (Access)

   ①Every building is open from 06:00 to 24:00. If necessary, these hours may be changed by the director. (Note: On the day before the official move-out, entry must be by 22:00.)

   ②When joining the dormitory, students must register a facial photo which will be entered into the access control system.

   ③Keys should always be carried by the owner.

   ④In case of a lost or damaged key, a replacement must be requested at the dormitory office. The cost of replacement will be borne by the student.

Article 5 (Admission Inspection)

   ①Check-in verification is conducted daily at 00:30 via the dormitory access control system. In-person checks may also be carried out if necessary.

   ②Admission after end of specified admission time may be carried out under special circumstances after obtaining approval (electronic document) through the relevant department.

   ③When deemed necessary by the dormitory manager, a life safety check can be conducted.

Article 6 (Lights Out)

   ①Lights out is at 01:00 (1 a.m.).

   ②After lights out, please abide by the following rules to avoid disturbing others:

   -Do not enter other rooms.

   -Switch indoor lights to sleep lights.

   -Do not talk inside the rooms. Use the common area, if necessary.

   -Avoid the use of computers. When listening to audio, use earphones.

   -Be considerate of natural noises (your voice, sound of opening doors, footsteps, etc.).

   -A person who violates the ‘Dormitory Regulations’ after Lights Out will be penalized as described in Article 21.

Article 7 (Use of Facilities)

   ①Restrooms and welfare facilities are only available for use during specified times. However, the director may restrict usage if necessary.

   ②Use the facilities in the dormitory in a safe and orderly manner at all times.

 

Article 8 (Notices and Postings)

   ①Dormitory residents must read and follow announcements posted on the official dormitory website or bulletin board. All notices are considered acknowledged three days after posting, and the student will be held responsible for any issues arising from failure to read them.

   ②Unauthorized posts are considered illegal and can be removed at will.

Article 9 (Management)

   ①Public facilities should be used sparingly.

   ②You are responsible for all of your personal belongings. By taking care of your personal belongings and managing your key at all times, incidents can be prevented. The manager is not responsible for incidents that occur as a result of misplaced personal belongings and keys.

   ③Facilities and equipment in the dormitory should not be moved without good reason.

   ④If facilities or equipment in the dormitory are intentionally or accidentally lost or damaged, the person responsible shall pay for the cost of damages based on the current market price. (For example, furniture such as doors, closets, desks, bookshelves, and beds can be damaged by stickers, hooks, mirrors, etc.)

   ⑤All CCTV within the dormitory will not be disclosed to the residents for personal reasons.

 

Article 10 (Fire Prevention and Cleaning Responsibilities)

   ①Dormitory residents are responsible for cleanliness and prevention of fires in their rooms.

   ②The use of flammable materials or unauthorized electrical devices is not permitted in the dormitory, and all power cords must be unplugged and lights turned off when leaving the room.

   ③In the event of a fire, extinguish it initially with the fire extinguisher in the room and corridor and notify the office. (Candles, incense, mosquito incense, and firecrackers are prohibited)

   ④Heating and hot water are supplied in limited quantities, so do not waste them, and always close the windows when leaving the room.

   ⑤Trash must be separated and disposed of according to the designated method.

Article 11 (Creating an Environment Conducive to Learning)

   ①Dormitory residents should cooperate to create an environment conducive to learning.

   ②The director may dismiss a resident who undermines the creation or maintenance of an environment conducive to learning. That person will be penalized as described in Article 22 (2) of the Dormitory Regulations.

Article 12 (Communication)

   Relevant dormitory regulations shall be followed with regard to the use of wired and wireless telecommunication networks.

Article 13 (Postal Mail)

   Among dormitory residents’ mail, parcels will be received at the designated place, and regular mail items (e.g., registered and special mail) will be received and delivered to the relevant person by the person in charge of each building.

Section 3: Staying Away Overnight

Article 14 (Types of Staying Away Overnight)

   ①There is no restriction on the number of nights staying away, but there is a limit of 7 days per period away. However, this may be limited in exceptional circumstances.

Article 15 (Application to Stay Away Overnight)

   ①Applications to stay away overnight are accepted until 23:50 by the Daegu Catholic University Student Support Integrated System. If you do not follow the procedure to stay away overnight and you do not return to your dormitory room, you will be given an unauthorized absence.

   ②Long-term stays away may be permitted by the director for special circumstances.

   ③Trainees at the Korean Language Education Center must submit an application form to the dormitory for permission to stay away overnight.

   ④Applications to stay away overnight cannot be made on the day before the designated moving-out date at the end of semester.

Section 4: Counseling and Consultation

Article 16 (Life Counseling)

   ①If a dormitory resident is experiencing difficulties in their school life, they can visit the superintendent, deputy superintendent, or the Dormitory Administration office for advice.

   ②The director, team leader, or superintendent of each section can consult with dormitory residents’ teachers regarding counseling matters.

Section 5: Moving Out

Article 17 (Move-out Classification) The types of move-out are classified as follows:

   ①Residency Expiration Move-out: The dormitory student moves out due to the expiration of the residency period.

   ②Voluntary Move-out: If moving out due to sabbatical, illness, or employment, you are required to submit a move-out form to the superintendent at least one week before the date you intend to leave.

   ③Immediate Move-out: Applies to residents who receive disciplinary action under school regulations or who commit offenses specified in the dormitory penalty system.

   ④Recommended Move-out: Applies to residents deemed unsuitable for communal living due to illness or serious personal habits (e.g., disruptive sleeping behavior).

   ⑤ Penalty-Based Move-out: Residents may be expelled during the semester if they accumulate penalty points beyond a certain threshold.

   ⑥Permanent Move-out: Residents may be permanently expelled during the semester if they commit violations specified under the permanent expulsion provisions of the penalty system.

Article 18 (Move-out Procedure)

   ①Residents who are expelled during the semester are, in principle, required to vacate the dormitory within one week from the date of notification. However, those subject to “Immediate Expulsion” or “Permanent Expulsion” must vacate the next day after notification. The dormitory director may designate a different move-out date depending on the circumstances.

   ②If a student is living in the dormitory as part of a scholarship, that student must move out of the dormitory if the scholarship status is lost unless the student is able to pay for the cost of living in the dormitory on their own, from that point onwards.

Section 6: Refunds

Article 19 (Payment and Refund)

   ① Payment must be made within the designated period after receiving the admission notice, based on the determined payment amount, and if not paid, admission will not be allowed.

   ② The refund standards for those admitted are as follows:

      1. A full refund will be provided if the cancellation is made at least one day before the start date of the dormitory move-in. However, no refund will be issued for the period after the move-in date if the student chooses not to move in.

      2. In the case of voluntary move-out, 10% of the total management fee will be charged as a penalty, and the prorated amount for the stay will be refunded.

      3. For those who are required to move out involuntarily, 30% of the total management fee will be charged as a penalty, and the prorated amount for the stay will be refunded.

      4. No refunds will be given if the remaining stay is 30 days or fewer (14 days or fewer during vacation periods) from the official move-out date.

   ③ The refund amount for maintenance fees may vary depending on the national infectious disease disaster situation.

 

 

Section 7: Award and Penalty Points System

Article 20 (Award Points System)

   ①Award points shall be given to dormitory residents who help with the maintenance of the dormitories or who set examples for model communal livingand safety.

   ②Award points can also be given for activities determined at the dormitory staff meeting.

 

Article 21 (Penalty Point System)

   ①Penalty points are given to those who do not follow the rules or exhibit behavior not conducive to safety while living in the dormitory.

   ②Application of penalty points is divided into normal situations and national infectious disease disaster situation.

Article 22 (Receiving, Holding and Deleting Penalty Points)

   ①If a resident receives penalty points, the penalty may be offset by the number of points already earned.

   ②‘Accumulated penalty points’ refers to the total amount of penalty points a resident has accrued during a semester.

   ③‘Remaining penalty points’ refers to the amount of penalty points left over after being offset by the number of award points.

   ④‘Remaining award points’ refers to the amount of award points left over after being offset by penalty points.

   ⑤If a student begins to earn merit points to offset penalties but discontinues the process, they will not be granted any merit points.

   ⑥At the beginning of the semester, the ‘accumulated penalty points’ and ‘remaining penalty points’ are automatically deleted.

Article 23 (Enrolment Award Points)

   ①If there are ‘remaining award points,’ a student who has applied for enrolment award points will receive those award points the following school year.

   ②One (1) point is awarded for enrolment and a maximum of five (5) points can be applied to the following year. Additional points do not roll forward to subsequent years.

   ③If the floor manager neglects their duties and this causes confusion, the enrolment points (+5) may be reduced.

Article 24 (Disposing of Penalty Points)

   ①Warning: If there are ten (10) or more ‘residual penalty points’ in the school year, the student will be issued a penalty warning notice up to two times, verbally and in writing, and the parents will also be notified. A student who has received a warning about their penalty points should actively work toward reducing their penalty points.

   ②Immediate move-out (expulsion): If an act that corresponds to immediate retirement is performed, 15 points of penalty shall be imposed immediately, and if there is any other 'remaining penalty point', it shall be disposed of in addition.

   ③Penalty-Based move-out (1-Semester Ban): If a resident accumulates 15 or more remaining penalty points, or receives 25 or more total penalty points in the current semester, they will be banned from reapplying for one semester (excluding vacation).

   ④Penalty-Based move-out (2-Semester Ban): : If a resident accumulates 20 or more remaining penalty points, or receives 30 or more total penalty points in the current semester, they will be expelled during the semester and banned from reapplying for the next two semesters (excluding vacation).

   ⑤Expulsion : If a rule meriting a Permanent Move-out is violated, then that student will be subject to a Permanent Move-out during the semester and will not be able to enrol again later.

   ⑥ In the cases of Penalty Move-out, or Permanent Move-out, the student may be posted by the administration.

Section 8: Miscellaneous

Article 25 (Use of Personal Mobility Devices and Vehicles)

The use of bicycles, kick scooters, etc. (referred to as 'personal mobility devices') shall be as follows:

   ①Residents must not ride personal mobility devices inside the dormitory, and if necessary, must obtain prior approval from the director.

   ②Residents must drive personal mobility devices at a very low speed inside the dormitory, and except in emergencies, must not use a horn.

   ③Personal cars may not be driven or parked inside the dormitory. However, in unavoidable cases such as moving in/out, or physical disability, permission must be obtained from the dormitory administration office or security post, and temporary entry may be allowed.

   ④Personal mobility devices may not be charged unauthorizedly in the living quarters, and the individual is responsible for fires or safety accidents caused by careless charging or handling.

   ⑤Shared kick scooters are not allowed in the dormitory, and personal kick scooters can be stored on a bicycle rack.

Article 26 (Pet Keeping)

In the dormitory, mammals, birds, reptiles, amphibians, ornamental fish, etc. no pets of any kind may be kept.

Article 27 (Commercial Activities)

In the dormitory, no commercial activities such as private tutoring for profit can be performed.

大邱加图立大学宿舍（다솜마을）「生活守则」

 

Ⅰ. 生活守则

第一章 总则

第一条 (目的) 该守则根据住宿生所签署的约定而设立, 以确定在入住期间为维持有序, 安全的共同生活而应遵守的事项为目的。

第二条 (名称) 该守则被名为大邱加图立大学宿舍(다솜마을)「生活守则」。

第三条 (寝室安排)

   ① 寝室按照随机进行分配,安排的寝室, 住宿生不得随意进行变更换。

   ② 宿舍管理员可根据学期中的变动情况指示学生变更宿舍楼栋或房间。

第二章 遵守事项

第四条 (出入)

   ➀各生活馆的开放时间为06:00~24:00。但,在必要的时候馆长可对出入时间做出改动。但是,正式退宿1天前必须在22:00之前入寝室。

   ②住宿生进入生活馆时, 须登记面部照片, 通过出入控制系统出入。

   ③请随身携带钥匙。

   ④若钥匙遗失或损坏，应到宿舍办公室申请补发，补发费由学生本人承担。

第五条 (入室检查)

   ➀点名通过出入管理系统每日凌晨00:30确认，必要时可进行面对面点名。

   ②入室检查时间以后入室 : 因特殊原因规定的入室时间后入室时,可通过相关学科获得批准(电子文件)后实施。

   ③馆长认为有必要时, 可以实施生活安全检查。

第六条 (熄灯)

   ① 熄灯时间为凌晨01:00。

   ② 熄灯以后为防止出现妨碍他人睡眠的情况，请遵守以下事项。

      1. 禁止出入他人房间。

      2. 室内灯光请换为就寝灯。

      3. 请勿在房内进行电话通话，必要时请使用休息室

      4. 尽量避免使用电脑, 收听音响时使用耳机

      5. 减少生活噪音(谈话, 开关门, 拖鞋等)。

      6.熄灯后有违反《生活守则》行为的住宿生,依照本守则第二十一条给予扣分处分。

第七条 (设施使用)

   ➀生活馆内的休息室及福利设施限于允许的时间使用。
但是, 馆长必要时可以采取限制使用措施。

   ➁住宿生使用宿舍内所有公共设施时都请要保持安全与秩序。

第八条 (公告物 粘贴)

   ➀住宿生需熟知并遵守宿舍官网或公告栏上的通知内容。所有通知发布3日后，将视为宿舍生已知悉，因未阅读通知而产生的一切问题由本人负责。

   ➁没有得到馆长认证的公告物将被视为非法告示物并予以摘除。

第九条 (管理)

   ➀使用时, 请爱护公共设施。

   ➁所有个人物品都由本人管理和负责。为预防发生不愉快的事件请特别注意防止个人物品的丢失及钥匙的管理,管理者对此不负责任。

   ③不得随意移动宿舍内的设施。

   ④住宿生故意或过失丢失或损毁设施或备用物品的,应按照现市价赔偿。
(例: 被房门,衣柜,书桌,书柜,床等贴纸,环或镜子等附着物损坏时)

   ⑤宿舍内所有CCTV因个人原因不向宿舍生公开。

第十条 (火器管制及清扫责任)

   ① 住宿生负责自己寝室内火器的管制和清理。

   ②寝室内不得使用易燃物或未经许可的电器, 如果不在房间拔掉所有电源线后熄灯。

   ③发现火灾时,用房间和走廊里的灭火器进行初期灭火后通知办公室。
(禁止使用蜡烛、香烛、蚊香、鞭炮)

   ④暖气和热水供应有限量,不要浪费,外出时一定要关上窗户。

   ⑤垃圾按照规定的方法分类排放。

第十一条 (营造勤学氛围)

   ① 住宿生要积极配合营造勤学氛围。

   ②馆长对有违反勤学氛围的行为者,可以依据《宿舍规定》第22条第款给予退舍处分。

第十二条 (通讯) 关于使用信息通信网(有线/无线通信), 应遵循宿舍内的有关规定。

第十三条 (邮件) 住宿生邮件中,快递在指定的快递保管室收取,普通邮件(挂号及特殊邮件)由各馆负责人领取并转交给学生。

第三章 外宿

第十四条 (外宿) 外宿次数没有限制,但每次不得超过7天申请。 只是发生例外情况时可以限制次数。

第十五条 (外宿申请)

   ➀外宿申请每天23:50之前通过 "대구가톨릭대학교학생지원통합시스템"进行申请。如果不经过申请程序而未归的情况, 作为无端外宿进行扣分处理。

   ②得到馆长特批者可长期外宿。

   ③根据学期结束，指定退舍日的前一天不可申请外宿。

第四章 生活指导与商谈

第十六条 (生活指导)

   ➀住宿生在馆内生活中遇到难题或不便时可到各馆的办公室或宿舍办公室问询。

   ② 馆长、组长、各馆职员可以咨询有关住宿生的生活指导。

第五章 退舍

第十七条 (退舍区分) 退舍的分类如下。

   ① 期满退舍：住宿时间结束而退舍的情况

   ②自愿退舍：因休学, 疾病, 就业等事由学生本人决定退舍的情况,
请在退舍前一周向宿 管提交退舍申请书。

   ③即时退宿：因违反校规被处分，或因违反宿舍扣分制度相关规定被要求退宿的情况。

   ④劝退：因疾病或严重的个人生活习惯（如睡觉习惯）等被认定为不适合集体生活的情况。

   ⑤ 扣分退宿：因累计达到一定扣分标准而在学期中被退宿的情况。

   ⑥ 永久退舍：因涉及永久退舍的行为而在学期中受到永久退舍处分的情况

第十八条 (退舍处理)

   ①被处分要求退宿者，原则上应在接到通知后的1周内退宿；但若属于“即时退宿”或“永久退宿”情况者，原则上应于通知次日退宿。宿舍主管可视情况另行指定退宿日期。

   ②奖学金获得者,如果该住宿生失去奖学金资格,应在此时间进行退舍。
但是如果本人自行缴纳当学期宿舍费,则可以继续居住。

第六章 宿舍费及退款

第十九条 (宿舍费及退款)

   ① 宿舍费在接到入舍通知后应在期限内缴纳,如不缴纳不得入舍。

   ② 入舍者退款标准如下。

      1.在正式入住前一天取消入住申请，将全额退还已支付费用。正式入住后，对于未入住期间的费用不予退还。

      2.对于自愿退宿的学生，我们将扣除管理费总额的10%作为违约金，并从实际住宿期间的费用中按比例扣除后，退还剩余金额。

      3.对于被强制退宿的学生，我们将扣除管理费总额的30%作为违约金，并从实际住宿期间的费用中按比例扣除后，退还剩余金额。

      4.若在官方退宿日为止不足30天（假期期间为14天以下）者，不予退还住宿费。

   ③ 根据国家传染病灾难情况,管理费退款金额可能会有所变动。

第七章 加・减分制度

第二十条 (加分制)

   ①对为宿舍发展作出贡献或在共同生活和安全活动中作出表率的师生,给予下列加分:

   ②对于生活馆职员在会议中认证的活动也可以根据规定进行加分。

第二十一条 (扣分制)

   ①对不遵守生活馆共同生活安全应遵守的事项的住宿生给予以下扣分, 未明示的扣分可在生活馆职员会议上另行调整后给予。

第二十二条 扣分的抵消及加分, 扣分的消减

   ① 住宿生被扣分的情况下, 可以通过特别加分来消减扣分。

   ② "累计扣分"是指该学期所扣分数的总和。

   ③ "剩余罚分"是指用加分抵销罚分后所剩余的罚分。

   ④ "剩余加分"是指抵消罚分后剩余的加分。

   ⑤ 若以抵扣扣分为目的开始加分行为后中途放弃，将无法获得加分。

   ⑥ 学期开始后,上学期的"累计罚分“与”剩余罚分"将自动消失。

第二十三条 (入住加分)

   ①如有 "剩余加分", 又申请入住加分制了的学生,在下一学年录取时,会换算为入住加分。

   ②入住加分按照 “加分5分换算为入住分数1分”来计算, 最多可加5分(加分25分)。适用于第二年度但不可累积转记。

   ③层长疏忽自己的事务导致混乱或损失时,层长入住分数(+5分)可能会被削减。

第二十四条 (扣分者的处分)

   ①警告处理：住宿生在此学期"剩余扣分"达到10分以上的情况，宿管以口头和书面形式对住宿生处以1回扣分管理警告措施(可能采取限制入住处分), 也通报给其父母或相关联系人。受到罚分警告处分的住宿生应积极参加抵分制活动, 以此来消除扣分。

   ②立即退舍：做出涉及既时退舍处分的行为的情况，处以既时退舍及扣15分的处罚, 如果同时有其他"剩余扣分"的情况则核算后一起进行处分。

   ③扣分制退宿（限制1个学期）: 若宿舍生的“剩余扣分”达到15分以上，或当学期“累计扣分”达到25分以上，将被限制入住一个学期（不含假期）。

   ④扣分制退舍（限制2个学期）：若宿舍生的“剩余扣分”达到20分以上，或当学期“累计扣分”达到30分以上，将被在学期中退宿，并限制接下来2个学期（不含假期）入住。

   ⑤“永久退舍”：出现符合规定中永久退舍处理的行为时,将进行永久退舍处理，至此不再获得入住机会。

   ⑥扣分制退舍,永久退舍的处分情况,可能会在宿舍馆内进行公示。

第八章 其他

第二十五条 (个人移动装置及车辆使用) 自行车, 滑板车等(以下简称"个人移动装
置")的使用如下。

   ①住宿生原则上不得在宿舍内乘坐个人移动装置,必要时须事先得到馆长的批准。

   ②在宿舍内,个人型移动装置要尽可能低速安全运行, 除了紧急情况外, 不使用轻音器。

   ③宿舍内不得开私人汽车停车。但是, 在入舍, 退舍, 身体残疾等不得已的情况下, 必须在宿舍行政楼或入口警卫室事先得到出入许可,在这种情况下可以限时出入。

   ④个人移动设备不得在生活馆内擅自充电, 因充电, 处理疏忽而发生火灾或安全事故时负责。

   ⑤公用滑板车禁止出入宿舍内,个人滑板车可以保管在自行车支架上。

第二十六条 (宠物饲养) 宿舍内不得饲养任何宠物, 包括哺乳动物, 鸟类, 爬行动物、两栖动物和观赏鱼类。

第二十七条 (商业行为) 宿舍内不得进行课外辅导等一切以营利为目的的商业行为。

   ① (实施日期) 本细则自2019年9月1日起施行。
